You cannot dial up.
A
Check the below things on your computer to make sure they are setup correctly:
  1. Make sure phone cord is plugged in correctly, both to computer and wall.

  2. Plug a regular handset into wall and test for dial tone.

  3. Make sure the COM port is set correctly.

  4. Check dial tone with Terminal window.

  5. Make sure another program is not accessing the COM port.
