1. This could be caused by having 2 connections and trying to dial from the wrong one.
2. By having 2 modems and trying to connect to the wrong one.
3. The jumpers in the back of the modem could be set to the wrong "com port".
4. Lines from phone jack to modem wrong might be wrong.
